Frequently Asked Questions About OFY Adoption

A lot is happening at Options for Families and Youth (OFY) in the field of adoption. You might find that the FAQs below will give you a good start at some information about what we can do for you.

What kind of adoption work is OFY approved do?

OFY has been performing adoption services for Cuyahoga County’s child welfare system since 1997 and has finalized the adoptions of over 350 children with special needs. We are fully Hague Accredited through the Council on Accreditation (COA) and have no restrictions on our ability to provide international adoption services. Our Hague Accreditation complies with the requirements of the new Intercountry Adoption Universal Accreditation Act.

We are a Private Child Placing Agency (PCPA), licensed by the Ohio Department of Job and Family Services. This license allows us to perform Waiting Older Child Adoptions from the Child Welfare System and Domestic Infant Adoption services.

What do you mean by the child welfare system?

These are adoptions of children in OFY foster homes who need a permanent family or they are ‘waiting children’ who are in other foster homes, group homes or residential treatment centers and are ‘waiting’ for someone to step forward to give them a permanent living situation. These children can be located locally in Cuyahoga County, in other Ohio counties or in other parts of the U.S.

What is private, domestic adoption?

It’s what most people think adoption is.

In the case of domestic infant adoption birthparents, regardless of their age, make a decision to develop an adoption plan for their baby. The birthparent(s) generally choose the adoptive family for their baby through the adoption planning process.  Most cases involve infant adoptions, but older children are occasionally placed for adoption through this process as well.

Birth families choose adoption because they love their child and realize that they are not ready to be the kind of parent they want to be at this time in their life. Birthparents and adoptive parents have a wide variety of options in developing an open adoption plan.  We encourage both birthparents and adoptive parents to thoughtfully consider what they are seeking and then we work with them to develop a plan to meet their unique needs.

What is an international adoption?

International adoption is when an individual or couple becomes the legal and permanent parent(s) of a child from a different country.  The laws of countries vary in their willingness to allow international adoptions.  Each country sets its own rules, timelines and requirements regarding adoption. US citizens adopt more children internationally than any other country in the world and are responsible for approximately 50% of all international adoptions. So what’s the best way to go?

There are pros and cons to each type of adoption. Every situation is unique as is each adoption situation. When considering adoption as a way to build your family it will be important for you to think about your answers to many different questions including; what age and type of child you are interested in adopting, are you interested in adopting a sibling group or a single child, are you willing and financially able to travel to another country. The staff at OFY can help you consider the many options available so that you can make an informed decision about what is best for your family.

I’m looking for an agency to do a home study on my family. Can you do it?

Yes! OFY is licensed to complete homestudies for all types of adoption. You may already be connected with an adoption agency in another state, and they have told you to get a Hague Accredited homestudy agency in your area to complete a homestudy on your family. I’ve already had my homestudy done and I have my child here. I need someone to do ‘Post-placement Reports’. Can you do those?

Yes. OFY is approved to complete ‘Post-placement Reports’ on adopted children in your home.
